Special Conditions: The tariff modelling must incorporate a simplified Cost-of-Supply assessment of core municipal services and must further take into consideration the municipality’s local economic profile, affordability indicators, and cross-subsidisation principles where applicable. The project must be completed within three (3) months from the date of appointment. Only tenders scoring a minimum of 70 out of 100 for functionality will be considered further for evaluation.
