To successfully participate in public tenders in South Africa, businesses must meet specific compliance requirements. These documents ensure that your company is eligible, trustworthy, and aligned with government procurement standards.
Key Compliance Documents
- CSD Registration: Central Supplier Database profile with valid supplier number
- B-BBEE Affidavit or Certificate: Proof of Broad-Based Black Economic Empowerment status
- Tax Compliance Status (TCS PIN): Issued by SARS to confirm good standing
- Company Registration Documents: CIPC registration (CK/CoR forms)
- Director IDs: Certified identity documents of company directors
- Proof of Address: Recent business address verification
Standard Bidding Documents (SBDs)
When responding to government tenders, you’ll also encounter Standard Bidding Documents (SBD forms). These are mandatory templates that must be completed accurately. Common ones include:
- SBD 1: Invitation to Bid
- SBD 3.1 / 3.2: Pricing Schedule (depending on goods/services)
- SBD 4: Declaration of Interest
- SBD 6.1: Preference Points Claim (B-BBEE status)
- SBD 8: Declaration of Past SCM Practices
- SBD 9: Certificate of Independent Bid Determination
These forms form part of your tender submission. Incorrect or incomplete SBDs are one of the most common reasons for bid disqualification — making proper guidance essential.
